You can turn them back on by selecting "Internet Options" from the "Tools" menu in I.E. then select the "Security" tab. Once there, set the slider control to the "Medium Security" level.

If your browser is set to a custom security level (the slider control is not visible), click on the Custom Level button to call the Security Setting panel. Scroll down until you see the Cookies options and select the appropriate buttons.
